This policy paper explores the critical intersection between digital literacy and entrepreneurship in Cambodia’s emerging digital economy. Framed by national strategies such as the Digital Economy and Society Policy Framework 2021–2035, it highlights gaps in digital skills, especially among youth and entrepreneurs, and calls for greater integration of digital literacy initiatives in higher education institutions (HEIs). Drawing on local data, case studies, and skill-readiness indices, the report makes practical recommendations for embedding digital competencies across Cambodia’s education system and entrepreneurship ecosystem.
